well it mainly came because of something that the make spy great again mod has, basically they have a specific improvement that, if near a city it acts like basically a fort, but if it is far enough of a city, it will actually start spawning rebels, now i am not sure how they did it as i am not exacly a modder, but if it possible to have such a thing, maybe its possible to have, in essense, basically a barbarian worker/unit which consumes itself by creating a emplacement/barbarian camp like that, maybe it could even get stronger/spawn more unit as the ages advances

Not a dumb idea, just something I wouldn't know have to implement as a lot of the Barbarian spawning aspects are hard coded although I'm sure there are other mods out there that make the Barbarian faction more dynamic.

dumb idea, but since you mention you wanted to spice things up with barbarian settlement, how about, if you have low unhappiness, barbarian settlement can spawn inside the border?
