(And while I'm here, I just wanted to suggest something cool. Since Tails is a Japanese character, maybe his civilization's buildings should be East Asian! Just an idea I dreamed up.)

I think I know what's wrong with your situation. The UU of the Tails Workshop replaces the Triplane, a unit from the Gods & Kings expansion. It's very likely that you don't have this DLC and it's necessary for it to work properly.
I'll see what I can do to turn him into Vanilla.

I still can't get it to work. Can you maybe make a version of this for Vanilla? That's the only way I can think of that it might work for me.

The problem is that you will have to re-download it in case there is an update.

Try to use a Steam Workshop Downloader.
You can easily find it on the internet without installing anything. Search "Steam Workshop Downloader" and this is one of the first results.
I don't know why it does this kind of thing but it's one of the solutions that works.

Never mind, I found it. I just can't find a .civ5mod file anywhere. Where do I go? What do I do?

I'm in the game's files and I cannot find a "mods" folder.

I have some issue for you Mairusu Paua:
Check your mods folder (Documents/My Games/Sid Meier's Civilization 5/MODS and check if there's a .civ5mod file for this mod and if there's a folder for this mod.
If there's both, place the .civ5mod file in its respective folder or if there's only the .civ5mod file, use 7zip to extract it to a folder.

The only issue is, I can't get the mod to work. What am I doing wrong? I installed BnW.
