I like it. Maybe a secondary slot item, possibly make charge up time slower, OR increased damage from shots (due to more accurate sniping)

I think the batteries are like Jarate or the heavy's Sandvich: They're rechargable. Everytime you go to the closet in your spawn it'll refill, or if you just give it time.
