As you can see in the description the Scene have the Option for 3 modes: SPINNING, FIXED, or even Without background (for low vram PCs).
You must Select FIXED and can found yourself the option here, check image:

If you want to eliminate all the movements in the background, just disable the MOUSE PARALLAX option.

Is there a way to make it not rotate the scene all the way around? Rather, maybe have it rotate in relation to the cursor in a finite arc? I love the scene but feel like I'm staring at the sky half the time that it's up. Love your work!
