This is the case in the TIP2 mod, which is still being updated.

My main gameplay/history mod - it includes all the religion mods.
The reason Paradox added York and Kiev as holy sites in 1.3 is because they wanted to move a couple outside of Scandinavia, so they were less bunched together. However, I'd already done this with both this mod and TIP, by adding holy sites in Dublin and Iceland. In addition, those are the sites of actual Norse holy sites (or as much an equivalent as they'd have had outside Scandinavia).
On top of that, Kiev makes much more sense as a Slavic holy site than a Norse one, as the Varangians quickly 'went native' and adopted Slavic paganism - something that is not accurately reflected in the vanilla Russian character history file.
So, whilst I could add Kiev, I don't think there's any need - Thor's Grove and Holy Mountain are perfectly fine alternatives, and my reasoning for adding them was the same as Paradox's for adding Kiev.
I'll update this for 1.3.1 next week.
