First off, each armor piece's resistances are influenced by the materials used. In particular, I believe most vanilla armor in this game had low heat resistance.
However, I don't think it was possible to increase heat resistance alone,
so try adjusting the <StuffEffectMultiplierArmor> values to find a compromise you can live with.

The tribes originally had very low defenses, so I felt they were at a disadvantage.
I put normal to good cloth woven armor on my pawn and he has -43 to +75 degrees celcius of heat and cold insulation ... now ... that is honestly crazy and better than all vanilla devilstrand duster setup. Not only is he wearing gear to protect himself against the worst day in the sahara, he can walk out into the bitter cold of the north pole no problem. Arguably his armor is ♥♥♥♥ at only 19% but you can see that this is a little stronk yes?
The pelt armor has a similar problem. All the pieces together are quite powerful. You can choose between the winter or summer mantle, each adding an insane amount of heat or cold insulation at the level of a parka or double duster. The armor is I'd say not as unbalanced but still too high.
