I'm so sorry it took me two months to see this comment. Are you referring to the "Bandits" scenario in Vanilla Factions Expanded - Settlers?
Its description states, "After the last job, which was meant to be the last, you and other members of your gang were forced to run without looking back. The only things you have with you are the things you managed to steal, extort, or find along the way. Your savage ways have granted you a bad reputation, and mending relations with other factions will take a long time."

If this is the scenario, the VE authors deliberately made the "Bandits" scenario hostile to the Empire, so it can improve Imperial relations through standard methods.

I seem to have clicked "Subscribe to thread" on this mod, which resulted in me not seeing your response for the past six months. I'm deeply sorry.
Based on the comments, I've now added the following mod to the update:

+Haeyang Race

I tried searching for GrimWorld 40,000 - Talons of the Emperor's code and it has no scenario. Maybe it comes from another mod.

And "Grimworld 40,000 - Angels of Death" has a scenario called "Crashlanded Angels", I don't know if you are referring to the scenario, it is hostile to all factions. Because its scenario describes it like this:

"The planet they land on is inhabited by various factions of settlers, indigenous tribes, and wild beasts. Unfortunately, their presence as space invaders immediately triggers hostility from all factions on the planet.".

I checked the saiyan mod's code, it refers to the last one, right?
The author has set up hostile all factions.

updated, I'm not sure if it's the same one you're referring to. It's from ABF: Civil Synstructs, it is called Crashlanding Synstructs.

could you add compatablity for ABF: Synstructs its basically android tiers reforged but for 1.5 its scenario had them angry with me

给需要的人，如果mod不生效可以手动修改游戏存档文件把开局赋予玩家的派系（例如GW_CrashlandedAngel战锤40k迫降天使）修改成游戏默认的可交互友好派系（例如PlayerColony新开局），这样就能作为原版派系和帝国交互。我玩了四天才发现永久和帝国敌对舍不得这个存档。
