You have to download that mod from github and replace a few files in the version you have from steam.
But yes everyone, mod updater is probably the issue you're having.

I really enjoy this mod since building air based germ systems is a bit rough when you're starting out.
1. Install and enable Mod Updater
2. Verify your game files on Steam
3. Stop bugging me for an update, it is updated and you just have a highly specific/random issue affecting only you.
Since the update, the germ killing power seems to have been significantly reduced to the point where I can't disinfect the polluted water. I tried replacing the ceiling lights with UV lamps and it helped, but they are not eliminating germs nearly as much as they used to.
When I bring up the radiation view, the UV lamps don't appear to be emitting radiation, though that might be because they've become submerged in polluted water.
It's almost like the germicidal power of the two buildings had a decimal point moved. I have not tried removing the mod and re-installing it as I'm concerned about the possibility of screwing up my save, though I can try it if you think it would be a useful test.
