You have a wonderfull sense of detail (those hedges here and there around the countryside, showing some remnant of a pas farming activity ^^ ). Railways are deliciously wrecked (quite few damages on the railway itself but many bridges down... as things go in time of war).
Really hope you'll produce some others along time.
Only a lone suggestion: your fret rail yards on cities borders look really realistic. But due to map's scale, they also look a bit too big. Maybe you could reduce them of one line or two?

Ah i didn't really read the description haha.
Ok so it is intented to be a bit of a puzzle, i see.
But as @andrew said, the power lines really are messed up and it has more to do with the game it self.
@SlowNtired, as said in the description, the map will make you cry, and it sure did, didn't it? :) Placing signals and finding breaks is all a part of the challenge
