For wellmett and An Angel of the Lord, note that even though the Soundtrack is the only mod that is REQUIRED, it is still recommended to use Middle Earth City States and Middle Earth Only. The True Start Location mod will not work unless you also have those. Also, I recommend those even without the middle earth map as that is how it is meant to be played. You can technically play LOTRC with regular civs mixed in but that was never the intention :)
The mod list should be exactly as follows: Middle Earth Soundtrack, Middle Earth Only, Middle Earth City States, and LOTRC itself. It generally also works with many other mods but unintended mod pairings can cause problems so limit it to just the above.
If those things can't be the explanation, try just unsubscribing from and uninstalling all the mods (including deleting them from your civ5 MODS folder) and then resubscribing and redownloading them all.
That would be because it isn't installed properly - make sure you only have the mods recommended in the description enabled.
Let me know if it is not this and/or a bigger issue.
And I had thought the same thing about Aragorn. But I took the civs from an existing mod as described in the documentation (Yenyang's Middle Earth Civilizations) and I never replaced him.
Anyway, my only recommendation is to go into your MODS folder and delete everything, redownload the mod and put it back in the folder, then relaunch the game and go back to the mod selection menu and wait for them to download again. Someone else just confirmed they got things to work using the downloaded mod so it should be functional.
