I am not sure why the game does this, but rest assured it is out of my control.
Otherwise, this Style also has a variety of 2x3, 3x3, 4x4 vacant lots. The low-level growables that WILL grow in this Style are vacant lots, so you have to wait until level 3 or 4 when the lots change from vacant to construction sites to actual homes. If you do not have the patience to wait for these various stages of growth you can use the "force level-up" mod.
The District Style DOES work, it just requires the work-arounds described above and/or patience.
