When you do Recruit Partisans on an enemy neighborhood and it succeeds, do anti-cavalry units still spawn? Or did you change them back to melee units?
What I would do is increase the anti-cavalry bonus against light cavalry to +20 and against heavy cavalry to +25.
Ultimately, I think it's good if each unit type is stronger against another type. For e.g. melee units are good against anti-cavalry; anti-cavalry will annihilate cavalry; and cavalry will annihilate ranged and support units.
