Because the creator can't possibly explain this himself, I'll do it. Go to ''Edit Loadout'' by right clicking on a character. Then on the left, click on the ''Watch'' icon in the bottom. There you can select the item ''Police Station''. This adds the cart directly to your inventory and thus enabling the triggers.
