I was wondering if i could use your civs (with credit) in a historical Scenario I am making. It is based on the Deluge, a period of history of the Polish-Lithuanian commonwealth. I was hoping to use Lithuania, The Tartars, and the Hetmanate.

delete "Civ5ModsDatabase.db" (restart game)
or
search for "Set XIV" or just "Civilization Set" in your Steam folder (very often, steam actually downloads the mod, but you have to manually put those mods in your Mod folder = usually in ...Documents\My Games\Sid Meier's Civilization 5).
It is very common issue. :)
Though I am not sure if it is bug free right now.
I personally delete "Civ5ModsDatabase" from "...\Documents\My Games\Sid Meier's Civilization 5\cache" folder. It should recheck every subscribed mod after restarting game.
Though, I lost interest in playing civ 5, so the creation process will be rather slow and dependent on my need for "creating". Times, when I could sit 3 hours straight and make a civ are gone :P.
That's really the only reason I can come up with as to why I get this problem. I could very well be wrong on this though. I'm trying to find out how to add the monument and shrine to Agriculture, but it's proving to be a learning curve. lol

Start a game with Set II (causing issues) and search logs for errors. However, the issue may be more complicated.

I thought that maybe one of these mods were conflicting with the rest, so I then tried two at a time. Needless to say I am now more confused. If I run the "Civ Set XI" with the communitas mod, it would just fine. If I run "Civ Set XI" with "Civ Set II" I can't build monuments and shrines then. But if I run "Civ Set XI" with "Civ Set III", then I can build monuments but I still can't build shrines. I really can't tell what is causing this, which is a shame because I wanted to do a game with the communitas mod with all your Civ mods. For now Ill just need to run one set at a time.
Could you do a Mod for the Safavid Empire too ?
you can, just choose the mods you want to use in the starting screen, and select the mods.
So, the new packs I downloaded from the dropbox doesn't appear in the civilization select screen, although they do appear on the mod selection screen (and toggled on). The old versions work, but the new versions didn't. I could send you screenshots if you want more proof. And I run a windows 8.

If you are MAC users you might have some issues with mods.
