I changed mod managers and it fixed the issue oddly enough.

won't be this mod, only a few entries to give units to other factions, more likely to be the unlocker or main mod in which case you need to redownload the mods

For whatever reason this mod is breaking mootland. I can't select the settlement upgrade, or interact with anything at all, all I can do is abandon the settlement.

For all of the added factions, why aren't there any victory conditions? The factions work wonderfully in multiplayer, but there aren't any victory conditions. Are any planned on being put in?

Actually it does appear in the mod manager and you do have to activate it. Which makes sense since they don't store the mods in the data folder.
