I still monitor chats. I don't consider what you wrote true or correct. Nor I consider you sincere or helpful (especially separate mod about conquest, since this one is for missions).
Does mod work? It did. It does.
You have to look at circumstances. If you downloaded other mods, it may work. If you did not activate mod in workshop it will definitely not work. If you just came to make it work, please ask a question, a particular one, and you will get particular response.
This mod does work in-game 100%, even if the game tells you to update it, it doesn't matter.
The first page, you can find the "workshop" tab to enable the mod
If you're using it in Custom Missions, please read the discussion to enable it

Why.
Through years I have observed, people have problems playing game with Cheat Menu. From bad game installs, to bad mods interfering with their game. Down to their graphics drivers causing a problem. Basically there is no single solution, except trying to make things work. A way of life....
Does it work for me? Yes. Can it work for you? I have seen more success than failures. So do try.
In short I do not have a strategy, but I do have advice.
