Also, there are no objectives or victory conditions on the map, so it seems like it won't end in victory.

Your map is broken in relation to sins: there are sins available for study in the sin tree and there are free sins, but nothing can be studied - those things that you wanted to make available remain inaccessible! Screenshot .
