Crazyking2, go into you mods folder:
C:\Program Files (x86)\Steam\steamapps\workshop\content\304930
and delete all the files, they will re install when you load into the game/server and should fix your issue.

To everyone asking, the Black Market NPC is still not finished. It has been set on hold until Escape from Unturnov II has been finished. And if there is anything you are wondering about, go to the creators steam and join his discord through his link. There you can ask for help.
