is there one to increase population in other provinces rather than your capital?

For some reason I can't actually lower the debuff after applying it. Setting it at tier4-5 appears permanent unless the mod is disabled, even after clicking one of the lower tiers, the higher ones remain next to the new growth buffs and constantly bring up a window to select new buffs.

You should be able to turn it off or disable it via toggling the modifier that you have. That is, if you open the menu and select the level 5 option, to turn it off open the menu and select the level 5 option to toggle it off again.
In regards to the speed, I thought that the 5 different tiers would be sufficient to suit all playstyles. On the lowest tier, you'd end up with one extra pop about every ~9 months (accounting for base growth rates).

I tried this. It goes way to fast an no way to seem to turn it off. I do like the ability to grow the capital city pretty fast, but the major issue I noticed was I could lower it, but I couldn't find an off button.

This mod is already compatible with 1.3.2

Will this be updated for 1.3.2?
