It's a really fun ability, and it seems somewhat harmless in the beginning of games where policy cost is about 70 and so you only gain 7 gold and science, but then comes her culture generation when science is researched and she is able to purchase pretty much every single policy before the modern era, and with that she gains absurd amounts of gold and science.
I find myself batting against her AI while I'm in the renaissance era and she has reached the information era with 80k gold and 120,000 culture points - so you can't beat her via culture victory nor can you out dominate her due to her ability to purchase an entire army instantly.
When you look at base game and see how getting +2 delegates from the forbidden palace can shift the game, the delegate gaining is too powerful.
Though how i see it, gaining +1 delegate every time you use a great person is a absurdly strong ability since it snow balls when playing against as you'll 100% win the world leader vote - I'd suggest just adding +1 delegate on default as her ability to match the theme of negotiation
