@Jager you can, you have to drag your icon to the opposite side where AI is currently in army setup screen. Then you can set yourself as defender and deploy inside Minas Morgul.

I can only deploy my Troops outside of Minas Morgul, doesn't matter if Defender or Attacker.

Make sure you have both Rise of Mordor and RII Building Models mods enabled.
