Good thought, but that is not what I had in mind. What I would like is to release all, you could say "modern day countries" from the beginning in 1936. There was a mod called "Release Foreign Territory" which did just that, but that mod has not been updated for ages and the author is nowhere to be found, so you are my only hope. Please, it is for my special HOI project.

Oh I put Slovak cores on Slovakia and made the Balkans look more prettier like fixing Zara by adding Croatian core I split Istra and gave Ukraine the missing Romanian and Slovak cores

Thanks for the update. I have an idea. Instead of going alphabetically, maybe go first for the countries that exist in real life like Mauritius, Seychelles, Slovakia, etc.? What do you think?

States can be split but as a sneak peak Bohemia and Moravia might be in Czechoslovakia

Oh, and I can't wait for Czechoslovakia, because I hope you add Slovakia as a releasable country, since it doesn't have any cores in vanilla.

But some of these countries like Costa Rica and Ethiopia have only one province. There is nothing to do here... I am confused.

I fixed the mod! it no longer crashes for some reason hoi4 hates it when you put a state in 2 strategic regions in a state!

it's whatever they did in this last patch the broke the mod

It's crashing because it's not been updated to 1.9.1 (or 1.9.2.) yet.

BTW Prussia and Bavaria, two nations I suggested, are actually in vanilla HOI4. Hope this makes your job easier.

lets follow the basics first Did you release them? Did you enable the mod? BUT I made the tags strange because so you could play with other mods to find there tags you use tdebug command over the Releasable countries to play as them!
