The altars were locked, but I fixed it by adding holy_site_treasure_slots = 3, 2 and 1 to 00_default in province_ranks

@Exerius Is there something wrong with this version. I played for a bit and had no crashes. I can try to fix this mod if you tell me whats not working.

Forts break ai a bit because it cant balance economy. Maybe could be fun for multi.
easy fix, go to mod location->common->province_ranks. Open with notepad and delete lines (fort_level = 2).
If u want cities to be sieged slower while not having forts u can change (local_defensive = 0.2) for increased siege time.

your forts killing the mod... you have to pay the maintance and you need alot of troops
i would love to have this mod without the forts
