It looks like that an update shortly after Upbeat Giraffe is what messed up Castle Lord drop pool assignments. Specifically when the castlelord file was moved from "npcs" to "npcs\dungeon\glitchcastle" during changes to how NPC were handled. Eye Guards also have an unassigned drop pool that appears to have been caused by the same update.

The Starbound Patch Project has fixed this in update 1.3.0.

I think they did in fact drop it at one stage as I used to run a "Glitch-King" style char and hunt them down for it. I do not recall using commands for that character so it would seem that it did in fact drop at some stage. Can't say I've seen any drop it in recent times though, so you are likely correct. Solid mod.
