it says on this page that you unlock it after researching fabrication but its not there, i have all the other pieces besides the flak goggles and nvgs
tbh it looks like bloat, bulletproof vest = flak vest, too similar i guess

It works for 1.4 and anon's in the comments mention using it on 1.5 .

Despite the Quilted vest covering less of the body and having less protection over all, it takes up the "middle" slot making it incompatible with many armors. Meanwhile, the Gambeson covers more, protects more, and uses the "skin" layer, making it wearable with things like plate armor.
Is this intentional? If it is, is there a way to edit the configs myself? If not, I'd really appreciate this being addressed since I think it makes more sense for things to be that way. Thanks~!
Can I make a pawn the balaclava and then wear a marine helmet over the same?? Or is it only either or??
Personally I use RIMMSqol to remove any unneccessary (in my opinion!) features, there's also a universal patch mod that incorporates hand+foot coverage in full-body armor sets like marine and plate.

No, no thanks) I just happened to see your comment and decided to do a good deed. I completely forgot about the existence of the mod you're talking about (I watched it a long time ago, I didn't like it). If you use it, my advice is irrelevant. I find it much more convenient and easier to write patches than to use that mod.
I can share with you a small snippet from my personal mod.
This is an increase in the speed of shield recovery:

With these simple patches, you can create your own personal mini-mod that fixes everything as you wish. It's very easy to do, the internet is full of instructions.
The armour for that covers the hands & feet slots, so the royalty armour patch from VAE breaks it slightly (half-naked stormtroopers!).
Can be fixed very simply by adding "<li>Star Wars Retheme: Vanilla Factions Expanded - Empire</li>" to line 78 of VAE's 1.4\Royalty\Patches\RoyaltyPatch.xml
The way the game code is written, there are no separate layers for headgear, which means I can't tell the game to render balaclava under the helmet. The game renders the latest worn apparel higher, so wear balaclava first and then the helmet and it should work fine. Nothing I can do about it until the game code is updated to allow for layers on headgear.
No other issues are currently being tracked.

Try to look at the mod code "Combine Face and Hat Items"(https://steamcommunity.com/sharedfiles/filedetails/?id=2559760431&searchtext=Combine) - there it is implemented in one of your mods, the Medieval.
