Not sure why the game would need THREE Israeli city states. Besides these being unable to spawn together, there's plenty of religion outside of Judaism.

In addition to those recommended for removal below (especially Vancouver, since using this mod sometimes results in 2 Vancouver city states), note that Wellington was added by the Fall patch and should also be removed.

Why Haifa? It's not that religious a city in Israel. Safed (in Hebrew, "Tzfat") would be a better choice.

Guadalajara isn't in the coast. I think that Guadalajara must be on Mercantile.

I'm surprised there isn't a Naples. Replace Toronto with Naples, and put Toronto under Mercantile.

Toronto should be Mercantile, not Maritime, considering it isn't on an ocean.

Vancouver is already a city state in BNW.

Reykjavik is already in the Danish city list. Tripoli is in the Arabian one, Taipei is in the Chinese one, Neapoli is in the Roman one, and Salt Lake City is of course in America. I suppose they all work well enough since they'd just not let those civs found those cities if they showed up, but I absolutely do not get why Salt Lake City is a CS.
