Спасибо пользователю "Kartikeya" что в комментах к моду "Missing Russian Voices" написала про 1 способ, сам испробовал и всё работает. Делаем следующее:

1) идём по пути steam/steamapps/workshop/content/268500/623234404
2) открываем там файл "MissVoicerussian" (желательно через нотпад)
3) Добавляем в конце строчку RequiresXPACK=true
И вауля, всё работает и в этом моде, так как он берёт за основу "Missing Russian Voices", то косяк в нём и был. По крайней мере я так понял. Наслаждайтесь русские!

If you are not seeing any Russian voices at all, as in not visible for selection, it would mean the voices are not being loaded in via Missing Russian Voices. While the mod is not specifically for WoTC that is not a problem as the voice loading system did not change between vanilla and the expansion. If you are still not getting any voices using only the three mods, I would re download missing Russian voices and then using the community mod loader make sure that it is selected and placed at the top of the load order above more nations and names, which should then be above this mod. If it is still not working I would check the mod itself to make sure it actually downloaded correctly, before resetting your local xcom configs which can usually fix many problems one might face but does reset any local setting changes.

Sorry I can't be of more help, but hopefully using the above methods you can fix your problem!

hmm. Can't replicate the issue on my end. If you haven't already I would try loading the game with only this mod and the other required mods and see if it works.

I downloaded all requirements, but still don't see the Russian voices. Recruited a Russian and the voice was Spanish. One problem may be the Missing Russian voices is not specifically for WOTC. Any suggestions?
