By the way, after subscribing to the new MOD, do I need to cancel the old MOD? Or do I need to subscribe to both and put the new mod after the old one?

Stealth penalites should still be there but should be way lower then in the base game, but if you're rocking prototype samurai armor your stealth will still be extremely low.
But, as for the "For some reason the devs really didn't like stomach armor coverage," bit - I can answer this for you. It was done for a realism approach. Archaic armors (and even modern armor, to a degree) suffers from the same issue in terms of abdomen protection... The majority of human flexibility, especially in a melee, stems from the waist/abdomen. Putting bulk, particularly rigid plates, over top of the stomach heavily impacts mobility.
That doesn't count the weight of your weapon. The weight of your backpack and your items.

Dex effects cutting damage, how would wearing heavy armor effect that? And how would wearing heavy armor reduce your skill at blocking a hit or landing one? Combat speed is really the only one that makes sense to me. Something that especially got me is ranged and sneak multiplers, I get the part about sneak but the debuffs for sneak are just outrageous, like at masterwork samurai has a 0.5 modifer for sneak, compounding with legplates for even less, and if you're not wearing masterwork the modifiers are stupid low and make sneaking completely impossible.
