- Added new division templates.
- Added 6 divisions when you start instead on none.
- Modified infrastructure in Baja California.

###CHANGES###

-Changed colour of California so it doesn't blend in with the USA.
-Added portraits for all parties (Apart from fascist one, I'm working on that one).
-Added name changes when your party changes.
- Added different flags when your party changes.

Firstly you should probably give it a color that stands out more from America.

Some simple things you could do is give them the neutral spirit. As well as some spirit that boosts their trade relations as well as how much of their resources are tradeable. As a independent california would revolve their economy around exporting oil.
