I could try "fix" it by copy-pasted into Korean localization, though it would be all English.
Side effects so far is ship set selection will show "duplicates", nothing I can do about.
And a chance to cause the game to clash. Before you panic, please verify game file first. Wait for it to finish then try load the game.

Try “Verify integrity of game files” found on: Steam library > right click on Stellaris > Properties > Local files.
This might take some time to complete.
it show the error 'This mod is not present on disk'
but the files are in my drive. so I delete and subscribe again. but it still doesn't work
