Are you planning on making a 3D leader scene for Bolivia? Would that be really hard?
At any rate, might revise it soon anyway, as I'll have to update for some more compatibility
I disagree though, I have played the civ and I found expending for WLTKD powerful enough...
Some few things will change though, getting the WLTKD will expend the Comparsa, and some other minor balance stuff.

About Belzu... Well, he had an interesting thing going on in his government. After Bolivar and Sucre who are not so exclussively Bolivian, most of Bolivia's governments were mostly an Oligarchy who kept its power and all that. Belzu was born in a humble family. When he managed to become president he started giving rights to the lower classes and even to the indigenous people, which made him be called "Tata Belzu", he was beloved by the people. However the oligarchy was so strong that he was forced to renounce. He came back afterwards to defeat Melgarejo (the worst possible president we had), and he defeated him, however he was then killed from the back by him... He's an interesting lad.
what was your reasoning behind choosing belzu?
I wish you could add a feature relating to bolivian food...yummy....misssing it
