I had a talk in the setllaris modding den discord about how to get around relying on starbases and planets to raise the naval cap. Posting it here, maybe it will help.

i found the problem, it was the trade league mod. that mod always messes up starts. it starts fine

hmmm it doesn't seem to work, the civics and effects are fine but the building are not. khans palace isnt on my starting planet. i think it started with a standard homeworld spawn. at first i thought it was conflicting with the great Khanate origin but t happens with the presets too

After the Mongolian Empire broke, the successor Khanates (the Yuans in particular) were hereditary

It is derived from the Mongol Empire's successor being chosen through a meeting called Kuriltai, not the same as the succession of the eldest son like other empire. It was difficult to implement this election method with the Stellaris Imperial now.

@kuyan-judith The nomads I first considered were nomads from East-Central Asia such as Mongolia, Xiongnu, Jurchen, and Turk. These were very patriarchal societies, and vertical societies of kings and tribal chiefs. The nomads I wanted to implement as games were these, and I will consider other nomads' form in future content updates.

My first thought on reading the description- Why only one, dictatorial-like, authority? There have definitely been nomadic societies with more egalitarian decision-making systems and no single person in charge (Australian Aboriginal nations and the Republic of Pirates come to mind as two very different examples each with different things in common with these guys), there have definitely been nomadic societies with hereditary rulers, and a wandering gestalt-minded swarm also seems like something that would make sense.

AIs that start with this government are basically crippled for the entire game, presumably because they don't know that they should delete any districts/buildings they started with and just use the economy ships.

Impossible to make Planetary administration is bug and I find a solution I update it tonight. And Nomad economy is intended. They are strong in the beginning, but will be weakened in the middle and late due to administrative limitations.

Hello! I really like your mod but like you said, nomads' economy seems overpowered (or normal empires too nerfed since leguin). Just wanted to ask: is it planned that we can't build advanced buildings that require more developed main buildings (like planetary administrtion)? Bucause we can't build them. They require the planetary administration so it's impossible to build most of them.

I think that you should be able to build those at least when being "Civilized Nomads".

@Azi_Dahaka12th I don't recommend to use adding buildings and districts because Nomad Horde empire has big penalty at buildings and distrits upkeep.

1. any buildings or districts except jam and ordo make 1000% upkeeps

what it was, is that when i started it gave me the standard builidngs and stuff(musta been another mod) and when i started another game i had nothing but the Jams and my economy was normal....and bout the planet thing..can we not get idk..an ark or something? like a capital ship that acts as a planet?

@Harbinger Yes. Nomad empire needs planet, like CK2 or EU4's Nomand need province.

I would love to see a compadibility patch for Goverment+ (https://steamcommunity.com/sharedfiles/filedetails/?id=1587217128) . It gives you a lot of civics that are extremely useful to nomad empires, but currently, I am expercing a bug where you get the nomad jobs even if you're playing as a vanilla government type. This glitch happens when only Government+ and this mod are enabled, as well as when other mods are added on top of it.
