I started as a Eternal Machine Empire and I have got light matter tech, but I can't build any building, that produces light matter.
With buildings I mean the buildings on a planet.
Bug or is it something different?

There's no unique interaction for machines! It just uses the stock interaction for all Eternal Empires. This is just kind of an immersion thing, to me, but yeah, pretty small. Your choice if you want to deal with that. I won't be like "THIS MOD SUCKS BECAUSE OF (X)!! FIX IT OR I DOWNVOTE!!!"
I figured it out. The custodian matrix is not a government, but when you select the machine government, the civics pop up.
