Not a Bug, its was designed that way by Fireaxis in the original game. This mod merely enables the pootoon bridge in normal game setting instead of limiting it to scenarios

It works the same way it worked in the scenario made by firexis. I personally think it make sens since its not a permanent steel/concrete bridge but a bridge made of floating components, if you zoom in you will see the little boat underneath.
Gameplaywise it still upgrade a lot your movement speed (embark + disembark would cost you 2 turn, now it cost nothing), it just doesnt act like a road on the top of that.
A bridge that would act like a road on a water would be a different mod and a more complicated one. Maybe there is one out there!
And different question: Is there a way to make that bridge part of the road? Beacuse now, even if I move my unit by bridge to a hill/wood/swamp field with a road on it, units lost all remaining movement points
I confirm that the mod is still functional and up to date for the latest patch
Check the following :
- It requires Brave New World expansion
- Start a fresh new game with only this mod enabled to test for conflict with other mods from other modders
- Remember to load your modded saved game from the mod menu and not from the single player menu
- Placement requirement is pretty strict and come from the American War BNW Scenario by
Fireaxis. You have to make sure to be adjacent to 4 land tile, See Screenshot.
- You need an embarked worker to build it, not a work boat
- After that check the troubleshooting section of the Mod description.

It should be doable, but I'm terrible at tweaking the game without causing crashing and incompatibility....
Initially the bridge are made by Worker because otherwise you couldnt build it on lakes. Youd alter the XML and attach it to work boats if your prefer

embarked worker allow it to be built on lake vs boats
Do you have Brave new World expansion?
Ive seen other mod doing this by allowing invisible road to be build on top of water and other improvent. But otherwise it would request some LUA code i think and im not sure i would be able to add this feature.
I think you should combine this mod with another if you want to acheive this.

It works exactly as the vanilla Pootoon bridge from the normal game. Fireaxis made the graphics and the behaviors. This mod only enables it in normal games rather than being restricted to American War scenario.
I dont think Fireaxis intended to make railroads buildable on these, it wouldnt make sense given the history of these bridge, zoom in and look at the graphics :)
Also, you can't build railroads on those. Is it intentional?

as said in the description as as you can see in the screenshots:
-The Pontoon Bridge has the same terrain restriction as in the scenario (need to be adjacent to 4 land tile, See Screenshot), to prevent any visual issues and to keep the bridge flavor.
When implementing these kind of mod, you cant juste reference the art name. You gotta implement and include and reference the icon components for strategic view and such. searche for those file in by extracting and uncompressing the graphc file using the tool in the sdk
Bridge in lake is supposed to work, i do it often, as long as there is 4 adjacent land tile to where your build it
Either you dont own Brave new world expansion or the place you wanna build it doesnt meet the requirement:
