Without the ability to recompile Kenshi itself I don't believe actual functions can be created or edited.

The only NPCs who should really be buying weapons are travelling merchants or wanderers as they spawn in with free inventory space and the NPC despawns when they or you leave the area.
But not every town that you can buy property in has random travelling merchant spawns in their region, and most of those that do have very low spawn rates for merchants.
As best I can tell, the min/max money stats don't do anything either. I've also learned that the AI Goals "weight" stat actually appears to be more like a "priority" stat. That is: the lower the value, the more likely they'll take the action. So with the Shopping action set to 50, they're less likely to try shopping unless they have nothing else to do. It's why bar squads with the "hang out in a bar" package rarely leave the bar to buy things or walk around town.
This is why people in town are eventually unable to buy things from anyone including you.
If you build your own town, you'll get caravans that come through to buy things from you. When they spawn they get their initial wages so they have money to spend. This is why it seems like NPCs sometimes have money, sometimes don't, and that the shop in your own town sells things while the shop in an NPC town doesn't.
It's an easy fix if you just correct that value.

You my consider putting it First at your load order to avoid breaking names.
Worked perfectly when I imported the game, but after a while it seemed like everyone's money ran out and no one was buying. I literally let the game run for like 3 hours with no buys.
I saved and imported again, suddenly it was going gang busters again.
Any thoughts?
I saw this happen in shark by mercenaries and swampers, could be one of the causes of constant warfare. How did you fix it?
I have different problem: after some time whole city is out of money. Does NPC restock their money or once I've cleared them out I can close my shop because Ill never be able to sell anything there again?
When a squad comes to me from "Shoping tempest", they simply shout "it's time to party",and immediately they run back to the wasteland from where they came. The base is public, the gates are open. What is the problem?
