With 20 you could have 4 fighter/16 cleric and have 16 BA (enough for all 4 attacks), have weapon specialization, and still get 8th level spells.
With 18 in order to get 4 basic attacks (ignoring spells, two weapon fighting, ect.) you'd need to be 8 cleric, 10 fighter.
You'd instead be shunted all the way down to 4th level spells to continue to be relatively on par with a pure classed warrior type.
So there is a huge difference in terms of balance work, which is in favor of a more interesting setting.
But instead I'm 16 cleric, 2 rogue. The bare minimum for evasion that I wanted, I lose out on my 9th level spells and have to decide how long I want to wait for tumble/evasion and use of skill points.
It gives you another level to think out what is worth sacrificing for your class, and gives pure classed characters a bit more of an edge, if a marginal one. Which I think is good for balance.
The powergamer side of me hates giving up 9th level spells, but it is really good for balance.
3) The reasoning behind not restricting Monk/Cleric is the following. Mechanically: We are tweaking Monks to push back some of the stronger reasons to dip into monk (Evasion at 2, Cleave at 3). Additionally, being a level 18 max server it helps with reducing some of the strength of that particular build. Setting: Many of the orders either allow or encourage Cleric multi-classing.

1) With the addition of Bladesinger we felt we would be including two PRCs that were elven-restricted and since the lack of an "Archer-style" PRC we made the tweak to Arcane Archer. We didn't make such a change with Dwarven Defender for example as we had not added anything to this point that was Dwarf restricted. (We could further restrict the class with additional feats that have emphasis on Archery but haven't made that step at this time.)
2) Wording is inappropriate for the reasoning behind the restrictions. Fair point, we'll tweak that as the reason has nothing to do with the setting and is focused on balance.
