2. I don't have Nyakuza Metro.
Have you tried just triggering the effect every tick, or set health to max each tick? From the code it looks like you're waiting for 4 ... time units, I don't know what those are but they're clearly longer than seconds.

There is, with the Nyakuza Metro DLC. If you go to a food vendor and make a valid food combo, it puts you at five max health points temporarily.
I don't want to tell you what to do with your own mod (personally I find it most useful just the way it is), but it's something to look into if you wish.
