Only commercial demand is missing, but residential and industrial is fine? How long did you wait?

This mod does not intercept controls at all.
Please verify the issues remaining after you've disabled every other mod, currently active.
Are you making sure the box is lit up green from grey in the mods section of Skyve? Should be near the bottom of the list if not already enabled in Skyve. Some mods require you to enable in two places now so always check Skyve first then check your mods list in the content manager before starting your game.

I can't imagine this mod directly impacts the performance, because it doesn't do much. In fact it does almost nothing but change 3 values internally. It doesn't use any way to interfere with the game, like other mods do, but actually use the limited game's API.
What I can imagine, however, is that this mod causes some side effects. Because it sets the demand high, the game's simulation might need to calculate more (random) data and generate resources, thereby causing performance isssue (e.g. in the form of lag spikes). This might even more apply when you use many DLC's.
Unfortunately there is no way I can fix that.
I'd like to rule out any mods this one might be incompatible with. That would be great to know.
