For the record, i have baught the expansion and i think it's well worth the cost of admission... especally because of all the nice mods available :)
They fixed most of the bugs in the base game in it.
Plus, the game's engine is also overhauled as well.
It seems that I am getting strange texture issue on neck and shoulder area.
It looks like a overlap/blemish.
Has there been a bug report previously?

Seriously through, it's nothing but a jab at the complainers me thinks, that don't even know that you need both modding tools installed(and are even too lazy to check the size of the vanilla one).
If you feel offended by it, maybe think about WHY you feel offended by it.
Or do you mean the comments Aero and co. are making on these mods upon their release(although didn't see any for vanilla on this one), which are basically almost on meme-level at this point, I guess? Never understood memes good, so sry if I misinterpret that. ^^" At least they're in-jokes, if nothing else, I'd say.

@people complaining about the "Ninja"-outfit: You guys know that Agent 47's style of hiding is more in line with historical ninjas, than what most think, yes? :P
Only over longer times. Especially for Kunoichis that was somewhat of a norm. That being said, yes, that'd likely be bad for that purpose too. XD
As always really great mod, and this I can actually see myself using
