I love the idea of having it in the deadlands as it suits the area very much, but its wiping out caravans, refugees, and content from other mods because of the lack of protection for npcs.
Otherwise, you can give your characters burn resistant armour to protect them. Or grab the mod in the description that removes damage from the lightning.
They are intended to be super thick, but you can still see around them with your camera. They should only be obscuring what's directly inside them.

As for what counts as metal? No clue honestly. FCS claims it tracks metal, but does not elaborate on how it works. It might be as simple as tracking metal content on items, like how the furnace works to salvage metal. It might only track ground metal content, like from resource nodes. It might be some other unknown algorithm. Or it might even not work at all. You never really know with Kenshi honestly.
Though it also sounds like you have the mod mentioned below, which accidentally buffs lightning. As that was way too much damage.
So I tweaked it down to give very heavy injuries. So now if you get struck, you have a chance to save them, and only lose a character if you're reckless or unprepared.
