That is because the mod is no longer developed and only recently people have got access to server files to do what they want with them, some events should be happening, try asking on discord.

It is more like in alpha, sometimes there are players on but the server is made in a way so you can have a taste of single player by setting bots to like 10 for cops and 30 for rioters and try out classes and features added so far. Next version is in the making, it will have SP options and a lot of improvements so presumably it will have more casual players and events, so if you don't like seeing unfinished stuff just wait a bit more.

Server is up as always, check your server filters and wait a bit for it to appear.

If you crash it is because you didn't read instructions and tried installing through workshop which doesn't work for M&B mods. Workshop requires additional fixes as explained in description above.

Horrible mod, run from me flies. Reboot normally but then crashes. You can fix it but the idea is interesting...

Server is always on, if you can't see it check your filters, make sure source is set to "internet", leave only "compatible with module" on and everything else off and wait for it to show up. If due to some magic you don't see it try leaving to main menu and then loading server list again.
