the principal model in that pack is meant to fit the aesthetic of the game
(also since it was likely the company had its hayday in the 1930s/40, that would mean the game would take place in the 1960s/70s.)
Adobe. I ported it by exporting the rigged model to Blender, renaming the bones and then porting it to SFM
