It means that the program is missing some file on your PC. Steam probably just didn't download it properly, so you could reinstall Wallpaper Engine or verify the files of Wallpaper Engine to make Steam fix it. https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335

Otherwise you may have the same error with every wallpaper using that effect, they all use the same file.

If it`s just the light rays Idk you could try reinstalling the wallpaper, if that doesn't work I can just upload a version without the light rays I guess.

Unless you mean the light rays from the top right I have no idea what you mean. Could be monitor settings, on my end everything looks fine.
