I've managed to disable the parallax by modifying the code in all index.js and index.min.js file at steamapps\workshop\content\431960\1427386345\js\ . Basically by changing this.parallaxX and this.parallaxY to 0, the mouse movement will not be calculated.

Search and change

this.gl.createUniform("2f", "parallax", this.parallaxX, this.parallaxY);

to

this.gl.createUniform("2f", "parallax", 0, 0);

in index.js, index.min.js, index2.js, index2.min.js, index3.js, index3.min.js.

If you don't like the Chroma RGB then if you have a RAZER mouse (I have the RAZER Deathadder V2) you can open Razer Synapse on your PC and head over to lighting and disable Wallpaper Engine from using Chroma RGB on your mouse. Sorry for Corsair users but there isn't a feature for that yet.
