It's still working. To make it work for you, do the following:
1) Go for the blue team.
2) Type in the console:
- mp_teams_unbalance_limit 0
- sv_cheats 1; bot -team blue -class heavy; sv_cheats 0
3) Stand in front of the cart (but so that it doesn't start moving, but at the same time not far away) and most importantly - at the edge of the cart.
4) Type in the console: sv_cheats 1; tf_bot_warp_team_to_me; sv_cheats 0
Heavy should teleport to you and immediately start moving the cart.
Go for the red team, during this time the bot will capture the first point and slide a little further to the side, so he will be standing under the Uber.
When you respawn - just touch the Heavy to get the achievement.

Definitely doesn't work now. The bot doesn't follow the cart, only strafing back and forth firing, and if he becomes invulnerable he stops moving entirely. Best way to do it is to get a friend to join unfortunately.

I was able to get it working
Went pyro and pushed the bot heavy till the cart was moving and when he was invulnerable, Went to Heavy and got it.

Would be great to get this working, I dont know source enough to console a way to get the heavy to move

I used all the commands explained, but the bot heavy won't move past the starting gate. He can strafe and shoot at me but won't move the cart.

Steam Achievement manager doesn't VAC you. I used it to get all the achievement item's really fast.

It still works. Just got two achievements: Soviet Bloc and Supreme Soviet. You just gotta use these commands: sv_cheats 1; type nav_generate; nav_save; sv_cheats 0
tf_bot_force_class heavy; tf_bot_add

It takes some tries to block the bots, but eventually it's totally possible.

This doesn't seem to work anymore. The ubercharge is never properly applied.

Robt, if used carefully. If you are unlocking WHILE playing, it will trigger the VAC. If you are unlocking too much at the same time, same.

IMO the cheater's lament has to do with external idling programs, not with cheating per se

Using SAM will prevent you from getting the item Cheater's Lament.

Really helpful! For everyone else downloading this, make sure you turn on sv_cheats and type nav_generate, then nav_save. After you do this, CLOSE TF2 and re-open it to earn the achievement by using tf_bot_force_class heavy and tf_bot_add.
