It should not fill with water. At the moment with the new update a lot of workshop creations are bugged. Just wait for the developers to fix.

Harpoon like the name suggest is essentially a harpoon. A torpedo with a wire, that once attached to an enemy ship you can drag it down the abyss in conjunction with the U-Boat anchor. I disabled the harpoon because the wire is too short to be of any use. You can re-enable the harpoon if you wire the winch "Lower winch" to the lower toggle button key in the torpedo room.

You want to be in the main station, and control instructions will pop out. Go slow and don't turn and mainly shoot at stationary targets. It takes a while for a torpedo to come out.

In storm-works, no windows or lights wouldn't be fun. . I could easily do a version without lights and windows but personally choose not to. In any case, if you don't want lights, or windows no one is stopping you from going into editor and covering up the windows and lights.
