The mod does change the Unit Recruitment Strength in the campaign. So that the units don't start with only 30% of their unit numbers.
Yes I guess it is compatible with Multiplayer games. But if you play multiplayer with others, then the other players do need the exact same mods that all works good.
This is normally the case in all Total War Games.

STEAM > Library > Total War Game > Options > Betas > choose "launcher_release_candidate"
If you want to use later again the new launcher, then do the same process and choose > Betas > NONE - unsubscribe from all betas

It's recommended that you put Unit Recruitment Strength as high as possible in the loading order of the new launcher.

The UPC-TOB should work without the need to activate it manually in the new launcher.

I absolutely understand your frustration and I don't like this overpowered recruitment issue related to the AI too. In higher difficulty levels the AI gets too many buffs indeed. Probably no other modder released yet such a mod, because of the incompatibility issue regarding this special campaign file. In older TW games this was much better solved. Now even unit packs conflict each other while playing a campaign. So you can only choose one mod which changes this special campaign file. For example one unit pack or one big gameplay overhaul. That's really a bad situation.
No I don't make a separate mod that changes the pool replenishment rate. Unfortunately I can't help you due to busyness in real life and at the moment I don't even have time to play or even mod further.
Unfortunately the recruitment pool replenishment rate is configured via the important campaign file startpos.esf. If I change this file, then my mod will be highly incompatible with all big overhaul mods and unit packs.

Please try for a test to deactivate all other mods and then look if it works again. It could be that another overwrites my change.

My mod still fully works, but I will of course check it again after the final patch has been released.

- improved the internal database file name to further increase the priority of the loading order. My mod will overwrite the recruitment strength value if another mod also uses the same value. You can use my mod with all available gameplay mods and overhauls.
