Maybe make the tech researchable by default or automatically unlocked if vanilla ship type tech is researched?
- Use less than 50% of their naval capacity.
- More than 10 energy credits are gained every month on balance.
- The timeout is not active. Which is double the time needed for players to build the ships and shared between all pirate ship types.
- The amount of ships is below the limit (this is per type). They can only have one galleon, 25 cruisers, 50 destroyers and 100 corvettes.
Only one ship will be build per month even if the conditions are met.
I've tested this pretty extensively and it should not disrupt the balance greatly, though running this mod with higher difficulty levels might give the AI enough energy and fleet capacity to use these conditions effectively.
Since these ships are stronger than the regular ship types, adding this to balance them will help prevent AI spam of these ship designs over normal ship designs and add some decision for players. AI empires should normally stay away from building these ships unless they are desperate.

I do however totally Understand your reasoning. Which Mods would you suggest specifically?
Would a system-scaling Mod be compatible with alpha Mod?

1. It's a bothersome implementation that breaks compatiblity with Vanilla, which is of course where my focus lies.
2. My main mod uses system scaling which works better, looks better and is natural compatible with other mods. I'd recommend everybody to use a mod that increases system scaling rather than downscaling the ships.
3. Because of the above reasons I don't use Downscaled Ships and therefor don't feel the need to support it.
