Agenda should be: Likes civs who share his government and keep their rich people happy. Dislikes civs who don't share his government or civs that give him bad oil deals.

Still, that Abrams unique unit and the +3 combat strength for any friendly adjacent unit of a different class... So for example if you advance your tanks alongside infantry, +3 combat strength.

Well, I haven't played this mod, but it looks like the April Fools joke is literally Dubya himself. Did you read his agenda? Of all the American Presidents to show up on in Civ game, he would come very close to last choice for the vast majority of people. Hence the irony of this mod.

Just in case you don't know. Civilopedia shows a completley blank LOC_RESOURCE_UC_BUSH_NAME entry for resources. Don't know if it's a bug or not. :/
