Could these be causing conflicts, or is it just commanders choice displaying the redundant picks?
Whenever New Promotion Screen by Default is recommended / required, use Community Promotion Screen instead.
That's what the second sentence says, yes.
Edit this mod's XComClassData.ini, ideally using a local mod - https://steamcommunity.com/sharedfiles/filedetails/?id=2820842366
Stunningly bad spelling, btw.
I think there are different types of Bladestorm, some trigger on reaction and some don't
IIRC, "Bladestorm Customization" allow configuring
It could well be what you meant by "yes I tried downloading a mod fix" but I'm not psychic.
Don't use a mod containing portions of another mod with that other mod.
Pretty sure they don't get any. Been a while since I played with these classes though.

OK. Maybe worth going to the mod-making Discord, although I don't think Kiruka's around anymore.

Kiruka on the mod page says that it's pretty easily to convert and I kinda have everything Kiruka's overhaul needs (Shadow Ops Perks and LW2 Classes and Perks) but still struggle to make those 3 work.
You mean this?

Good luck. I'd try something less intense as my first customisation.

Just use "Community Promotion Screen".

Why would you want to add the classes taken from a mod back into that mod?
No. That'd be pointless.
Cool. I've not used Commander's Choice, glad you got it working.
Annoyingly because a few are named the same, you get the normal game versions appear as well, eg: two rangers, two sharpshooters, but thats easy enough to play around.
Strangely, it wont be an issue for me as I dont plan on replacing anyone, but for some reason the only "Natural" promotions that were appearing were my other two custom classes, even though they have the same settings as this mods ones, so any soldiers obtained later in the game already promoted will probably only be of those two classes.
I believe there's a deck of virtual cards assembled from the various class mods someone has active. A card is drawn, that's the soldier's class. The larger NumberInDeck is the more cards for that class in the deck. I think the Force number relates to the first classes you get in the game, exactly how I dunno.
